Resolution of PCR on the environment

Organize the struggle against the set back in politics and economy, build the UP, develop awareness about a popular revolution among the masses and enlarge the  struggle of workers, woman and youth.

  1. As we know, the victory of Dilma and PT on the last elections for president was one of the most tight in the recent history of our country. Dilma had 54,5 million votes, in the votes valid total, and the oposition candidate, Aécio, had 51,041 million votes, in other words, a diference of nothing more 3,4 million votes. Besides this, 30,14 million people did not go to vote in neither candidates.
  2. This result expressed a right-wing fortification and a grow up of PT wear among sectors of people that, in past elections, had vote in this party. In fact, if we add the votes in Aécio and the abstentions/nulls, more than 80 million people did not vote in the candidate of PT and Lula. It is necessary to detach it was expended a lot of Money in Dilma’s campaing, more than U$ 150 million. The same situation is valid for PSDB too, because 84 million brasilian rejected their return to Presidency. The election has shown, therefore, a certain equilibrium between these two forces.
  3. The reduction of PT seats in parliament is a expression of this wear: in 2002, PT elected 91 federal deputies; in 2006, 83; in 2010, 88; in 2014, decreased to 70, besides has lost in 17 of 27 capitals cities in the country.
  4. The impairment of PT is a result of the process of degeneration and liberal transformation that was occurring since the party get deeply in your links between the big national bourgeoisie (José Alencar) and financial capital (Carta aos brasileiros). PT has changed position about the privatizations and about public debt, and after take up the government, did not realized any estructural change in the country economy, neither adopted any important measure like land reform, the supension of interests payment in public debt, neither had nationalized any enterprise that was privatized by Fernando Henrique.
  5. Since the last elections, this wear increased because of the concessions that PT did to the right wing, like the indication of Joaquim Levy Financial Ministery (selected by the owner of Bradesco Bank), and Kátia Abreu to Agriculture Ministery (selected by the agrobusiness), and others. The financial adjustment to gain a primary superavit (in other words, escrow to pay the interests of public debt) was more serious. In the same way, was the provisory laws 664 and 665, that reduce the right to unemployment insurance and to a plus salary to million of workers, besides the cut in the public education budget. Dilma increased the taxes of energy and did the same with the gasoline prices, besides allow the big enterprises of supermarkets to increase the price in a way never seen in the country at the last years. These measures are contrary the program that was defended by Dilma during the electoral campaign, they did Dilma lose credibility and authority in front of a big part of population, besides to put on the defensive the parties and left political forces that support her government, generating distrust on workers masses and strengthening even more the right-wing and their program.
  6. At the same time, since the assumption of the new government, has grown the internal dispute inside PT, and the ex-president Lula became to criticizes publicly the ministries and the way that Dilma command the government. Lula is doing meetings with PMDB and supportting the blackmails and the pressure for more space inside government. This behavior weakened even more the president and her authority inside PT, in front of PMDB and the so-called allied basis. In fact, the government has lost the election to the Deputy Chamber presidency and a lot of votings in Congress, making to grow up the distrust of sectors from the big bourgeoisie about the capacity of the government to continue to manage.
  7. The left forces that supported the re-election, seeing the measures of fiscal adjustments imposed by the government, tried to revert them calling the people to go to the streets. In the meantime, as the government wear was growing and the extreme-right was strengthening and threatening with an impeachment, the demonstrations, that in the beginning had as claims the rejection of the rights of withdrawal and to the provisory laws 664 and 665, the defense of Petrobras and the democratization of media, etc., were transformed, mainly, in acts to support the Dilma’s government.
  8. In total, according to CUT, the demonstrations of the last 13 march met a minimum of 150 thousand and a maximum of 200 thousand people in all country. Although it were importants, it represent a small number in a country so big as Brasil, even more because it were called by the left parties, deputies, mayors and associations as CUT, MST and UNE, to support a government elected five months ago with more than 54 million votes. We remember the demonstrations of june 2013 met more than 3 million people.
  9. On the other hand, with total support of the big media, the right-wing called to the day 15 march demonstrations against corruption and against the government. According to the Institute DataFolha, these demonstrations met more than 500 thousands people, where 72% of these participants had vote to PSDB and, in their majority, are members of the middle class and rich class. Nevertheless, these demonstrations has shown the ofensive of right-wing and their ability to mobilize the sectors more privileged from the people and, if it continues, it could influence some popular sectors. After day 15, a report from the Secretary of Presidency Social Comunication describes the spirit of right-wing and the members of PT: “Ironicaly, today are the electores of Dilma and Lula that are accommodated with a cell phone on hand, while the opposition beats pots. It is possible to recover the nets, but before it is necessary recover the streets”. And: “It is no use to say the inflation is under control when the voter see the price of gasoline increase 20% from november to today or the energy bill grow up 33%. The oficial data is less importante than what one can feel inside the pocket. In the same way a right-wing senator (Antonio Anastasia) on the corruption list does not change the fact the gross part of the scandal has happen during the PT government”.
  10. It is necessary to note that neither the 13/03 day or the 15/03 day had the massivity and the combative caracter of the demonstrations on june 2013. On june 2013, the people confronted a strong repression and reached achievement like the reduction of transports fares in many cities of the country, and without support of neither government or media.
  11. In this moment, although a reactionary minority wants a military coup against the government and the return of the dictatorship, there is no correlation of forces to this, because our people has conquered the bourgeoisie democracy thanks to the masses struggle and thanks revolutionaries as Manoel Lisboa, Carlos Marighella and Sônia Angel, and the people don’t admit the fascism return. Resuming, the coup shall not pass! But it is possible a institutional coup, in other words, an impeachment, even so as the government still doing concessions to the right wing and don’t give up to apply a financial adjustment that bring prejudices to the poor and keep it up ministries that represent the rich classes. Besides this, the main allied in the National Congress, the PMDB, has no principles.
  12. To put an end in the right-wing growing and reconquest popular support, the government has to change, has to manage to the workers masses and no to rich classes, the government has to make the rich pay for the crises no whom work and reach low salaries. The government has to tax the big fortunes, control the shipping of profits, suspend the payments of interests, control the prices, put the Federal Police to research the privatizations and stop to do wild concessions, privatizations of roads, airports and auction of oil wells. If the government continue to put on the popular sectors the crises consequences, allowing the big enterprises to do layoffs in mass, taking away people’s rights, the right-wing will gather more and more support among the people.
  13. Faced to this framework, we should not to stay aloof. We must repudiate all the coup attempts, arraign the military dictatorship crimes, claim punishment to the torturers, uncloak the real caracter of PSDB and DEM and what they did against the people. At the same time, we should be clear that we does not agree with the government economic policy, with the financial adjustment, with the privatizations and the privileges given to the financial capital. Ultimately, the government needs to turn to the left and assume strong measures like freeze the prices, suspension of the payment of public debt, nationalize again the privatized enterprises, reduce the price of energy taxes and rents, tax the big fortunes, decrease the taxation to the workers, etc. We should defend the urgent dismission of Joaquim Levy and Kátia Abreu, more Money to health and public education, and claim none crises can be resolved with the bourgeoisie in the government, beyond to make the propaganda of our revolutionary program. In fact, the people just go to the streets to defend a government when this one is side by side with the people, no on the rich side, or when there is a risk of a fascist coup with a implantation of dictatorship in the country.
  14. Comrades, the moment needs strength and combativeness of all militants from Revolutionary Communist Party. More than ever, we need grow up the influence our party among workers, organize and support strikes, join hundreds of militants, organize cells on the neighborhood, on factories, on schools and universities, make the propaganda our newspaper A VERDADE every week, conquer trade-unions, student’s unions, and make the struggle for houses, teaching to the people that one who struggle is who wins. Increase the masses consciousness about the needs of a popular revolution and about what is the socialist society.
  15. Ultimately, we should not forget that we have a big task this year of 2015 too, which is conquer the legalization of Popular Unity for Socialism. It is needed to get out the defensive and put as a priority the gather of signatures to UP, we need to have diaries goals and organize national days to collect signatures.
